DOT cylinder requalification, on-site
I’m a PHMSA-approved cylinder requalifier (ID V143124). I requalify DOT cylinders by external visual inspection at your site, from Yuba City and Grass Valley down to Sacramento, Davis and El Dorado.
What cylinder requalification is
Every refillable DOT cylinder has to be requalified on a schedule set in 49 CFR 180.209. Until it is, it can’t legally be refilled. Requalification means an approved requalifier inspects or tests the cylinder, and if it passes, stamps it with their ID and the date.
Most propane dealers only requalify the cylinders they fill themselves. If you own your cylinders, fill your own, or simply don’t want to haul them to a shop, I come to you instead.
Cylinders I requalify
- Propane (LPG) cylinders: 20 lb grill tanks, 30 and 40 lb RV tanks, 100 lb cylinders
- Forklift cylinders: steel and aluminum, one tank or a whole fleet. Forklift fleets
- Other cylinders on my list: refrigerant, propylene and MAPP-type welding fuel gas, butane and other LPG, anhydrous ammonia
I don’t do acetylene, oxygen, argon, CO2, SCUBA or SCBA, fire extinguishers or composite cylinders. Those need a hydrostatic test or a different approval. Full list with specs.
Businesses I work with
Forklift fleets and warehouses, RV parks and campgrounds, propane refill stations that turn away out-of-date cylinders, HVAC and refrigeration contractors, welding shops, farms and ranches.
A flat $40 trip fee per visit, then $15 for a grill tank, $20 for an RV or forklift tank, $30 for a 100 lb cylinder. Any tank that doesn’t pass is half price. All prices.
Requalification questions
Is requalification the same as recertification?
Yes. Requalification is the word in the federal regulations (49 CFR 180.205). Most people say recertification, and some say retesting or re-dating. They all mean getting a cylinder inspected and stamped with a new date so it can legally be refilled.
Who is allowed to requalify cylinders?
Only someone the U.S. DOT’s Pipeline and Hazardous Materials Safety Administration (PHMSA) has approved and issued a Requalifier Identification Number. Mine is V143124. You can check my approval yourself: search V143124 in the U.S. DOT’s RIN Locator.
What is the difference between visual and hydrostatic requalification?
A hydrostatic test pressurizes the cylinder with water in a test jacket at a fixed shop. External visual inspection is a full inspection of the cylinder’s outside to the CGA standards, and DOT allows it instead of the hydro test for propane and several other gases (Table 2 of 49 CFR 180.209(g)). Because it needs no pressure equipment, I can do it on-site.
How long is a requalification good for?
A cylinder that passes external visual inspection is stamped with my ID, the month and year, and an E, and it’s good for 5 more years. How to read the dates.
